Ambassador Pham Thanh Binh: The financial ecosystem as a driver for development of Ho Chi Minh City's key economic sectors

At the seminar entitled “Financial Ecosystem – The Driving Force for Developing Key Economic Sectors of Ho Chi Minh City” recently held in Dalian, China, H.E. Mr. Pham Thanh Binh, Ambassador Extraordinary and Plenipotentiary of Viet Nam to China, delivered a keynote opening address, outlining strategic orientations for the economic development of Ho Chi Minh City.

In his opening remarks, Ambassador Pham Thanh Binh emphasized the profound practical significance of convening the seminar in Dalian. As a leading economic, maritime, logistics, and financial hub of China, Dalian offers invaluable experience in advancing green finance, operating financial markets, and facilitating the global integration of enterprises.

H.E. Pham Thanh Binh, Ambassador of Viet Nam to China, delivered the opening remarks at the seminar themed "Financial ecosystem – The Driving Force for Developing Key Economic Sectors of Ho Chi Minh City".

Analyzing the international landscape, the Ambassador pointed out that the global economy is entering a new era of development, characterized by a massive reallocation of global capital into high technology, digital transformation, artificial intelligence, green energy, and next-generation infrastructure. In this rapidly evolving context, a modern financial ecosystem transcends its traditional role, serving as a pivotal driver of national competitiveness.

Regarding Viet Nam's development strategy, the Ambassador underscored that promoting science and technology, innovation, digital transformation, and establishing modern financial centers remain long-term strategic priorities. In this endeavor, Ho Chi Minh City, as the nation’s economic locomotive, is envisioned as the convergence hub for international integration, innovation, and the piloting of new development models. The Ho Chi Minh City International Financial Center is expected to catalyze a qualitative shift in the economic growth model, seamlessly integrating finance with technology and the knowledge-based economy.

In conclusion, Ambassador Pham Thanh Binh affirmed the steadfast commitment of the Embassy of Viet Nam in China to serve as a robust bridge connecting localities, enterprises, and financial institutions of both nations. The ultimate objective is to effectively translate cooperation potential into concrete, substantive, and sustainable projects in the near future.

The seminar entitled "The Driving Force for Developing Key Economic Sectors of Ho Chi Minh City" is convened within the framework of the "Collaboration Days" program, held on the sidelines of the World Economic Forum's (WEF) 17th Annual Meeting of the New Champions (AMNC 2026) in Dalian, China. Chaired by the Ho Chi Minh City People's Committee and organized by HCMC C4IR, the program aims to foster international cooperation and drive connectivity across investment, technology, smart manufacturing, and global financial flows.
