As the semiconductor industry emerges as the strategic foundation of the global digital economy, Vietnam is increasingly recognized as an attractive destination within the regional and global semiconductor supply chain. Leveraging advantages in human resources, geographical location, and a favorable investment climate, Vietnam is actively implementing policies to foster the semiconductor industry. These efforts align with the strategic orientations of the Party and the Government, notably Resolution No. 57-NQ/TW regarding breakthroughs in the development of science, technology, innovation, and national digital transformation.
The Forum aims to connect a delegation of Singaporean enterprises with regulatory agencies, businesses, universities, and research institutions in Vietnam. This platform serves to showcase the investment environment and the potential of the semiconductor ecosystem, while promoting collaboration opportunities in research, training, manufacturing, and the development of high-quality human resources. Furthermore, the event contributes to building a high-tech and semiconductor ecosystem at Quang Trung Software City, paving the way for a broader semiconductor ecosystem in Ho Chi Minh City.
The Forum is organized by Quang Trung Software City Development Company Limited (QTSC) and the Vietnam Trade Office in Singapore, in collaboration with the Ho Chi Minh City Digital Transformation Consulting and Support Center (DXCenter), the Vietnam Semiconductor Industry Human Resources Development Alliance (SEVINA), FPT Polytechnic College, and the Centre for the Fourth Industrial Revolution in Ho Chi Minh City (HCMC C4IR). The event gathers representatives from regulatory bodies, industry associations, and enterprises from both countries to discuss development strategies, technology trends, investment opportunities, and human resource training partnerships in the semiconductor sector.
Agenda

The Forum will run from 08:30 AM to 12:00 PM, featuring five thematic presentations, a panel discussion, and a cooperation signing ceremony:
- Session 1: Development strategy for Vietnam's semiconductor industry in the digital era - Ho Chi Minh City's investment attraction policies, presented by a representative from the HCMC Department of Science and Technology.
- Session 2: Asian semiconductor industry trends, presented by Mr. Ang Wee Seng, Executive Director of the Singapore Semiconductor Industry Association (SSIA).
- Session 3: Connecting the global semiconductor value chain and opportunities for Vietnam, presented by a representative of the HCMC C4IR. This presentation focuses on analyzing Vietnam's position in the global semiconductor value chain and upcoming cooperation and investment opportunities.
- Session 4: Developing the semiconductor wafer supply chain in Vietnam: Investment and international cooperation opportunities, presented by Mr. Jorge Villalobos, Senior Manager at Ultrasil LLC (USA) and Senior Advisor to Ultrasil Semiconductor Solutions JSC.
- Session 5: Collaboration in developing human resources for the Vietnam - Singapore semiconductor industry, presented by Mr. Tran Van Nam, Vice President of the Vietnam Semiconductor Industry Human Resources Development Alliance (SEVINA) and Director of FPT Polytechnic HCMC.
Following the thematic sessions, there will be a panel discussion titled "Vietnam - The new destination for the global semiconductor industry," featuring representatives from regulatory agencies and enterprises of both nations.
A key highlight of the Forum is the Cooperation Signing Ceremony between QTSC and the Singapore Semiconductor Industry Association, as well as between the Singapore Semiconductor Industry Association and the Vietnam Semiconductor Industry Human Resources Development Alliance. This will lay the foundation for specific collaborative initiatives in industrial development and semiconductor workforce training between the two countries in the near future.
With its mandate to research, collaborate, propose policies, and connect resources for HCMC's industrial transformation, HCMC C4IR participates in the Forum to help link the domestic semiconductor ecosystem with international partner networks. It will also offer policy perspectives on Vietnam's opportunities within the global semiconductor value chain. This initiative is part of the Centre's international cooperation strategy focusing on strategic technology sectors, including semiconductors.
