Fourth Industrial Revolution in Vietnam
The Ho Chi Minh City Center for the Fourth Industrial Revolution (HCMC C4IR) is a public non-business unit with financial autonomy for both regular operations and investment expenditures, operating under the authority of the Ho Chi Minh City People's Committee. The center was established according to Decision No. 4174/QĐ-UBND dated September 25, 2024, issued by the HCMC People's Committee, with its headquarters located in the Ho Chi Minh City High-Tech Park, Hiep Phu Ward, Thu Duc City.
HCMC C4IR is the result of a collaborative initiative between the Government of Vietnam and the World Economic Forum (WEF), and is an official member of the global network of Centers of the Fourth Industrial Revolution (C4IR Network) established by the WEF. With a mission to encourage new drivers of growth, the Center aims to support both Ho Chi Minh City and the nation in achieving sustainable development in the era of digital transformation and innovation, placing technology at the core amid the context of the Fourth Industrial Revolution.

Functions and Responsibilities
HCMC C4IR serves as a global connectivity platform, promoting new growth drivers through a strategic partnership network with the WEF and domestic and international partners.
It actively participates in shaping national policy and strategy on artificial intelligence, digital economy, green growth, high-tech industries, and human resource development. It coordinates pilot implementation of legal frameworks, innovation policies, and encourages a cross-sectoral ecosystem for research and technology application, aligned with the practical development conditions of the city.
The center also acts as a business connector - supporting small and medium-sized enterprise and tech startups in accessing and effectively absorbing innovation resources from the global ecosystem. Additionally, it organizes communication campaigns, publications, training programs, surveys, and consultancy services in the fields of technology and digital transformation.
