In his opening remarks, Mr. Pham Phu Truong, Deputy Director of HCMC C4IR, outlined a strategic vision regarding the role of technology in shaping the nation's standing.
According to Mr. Truong, in the context of global technological competition, fields such as AI, semiconductors, or autonomous robots are not merely economic drivers but also possess a "dual-use" nature, with flexible applicability across various strategic sectors. He also emphasized the urgency of shifting the mindset from "potential cooperation" to the implementation of "specific projects" to solve the challenge of harmonizing commercialization goals with national security requirements.
Commenting on the program's significance, Mr. Nguyen Dac Binh Minh, Deputy Director of NACENTECH, affirmed that the dual-use industry is the key to enhancing technological autonomy capabilities. Currently, NACENTECH is prioritizing core technology groups such as AI, drones, and green energy through a model that solves practical problems for enterprises.
He also proposed a flexible cooperation roadmap, ranging from co-testing and customizing solutions according to market characteristics to moving towards joint research and development, enabling Vietnamese enterprises to participate more deeply in the global supply chain.
From an execution and operational perspective, Mr. Bui Trung Hieu, representative of the SoiHub Executive Board, proposed three strategic pillars to realize this vision: perfecting institutions, accelerating implementation speed, and building "core chain" capabilities for domestic enterprises.
Among these, the "high-speed line" initiative is expected to be a breakthrough solution that helps shorten the time from connection to project execution. According to Mr. Hieu, the position of Vietnamese enterprises will be determined by their ability to master algorithms, data, and system integration capabilities, rather than just stopping at mere outsourcing.
Representing the specialized management agency, Colonel Pham Hong Thap, Deputy Director of the Institute of Electronics Engineering, Department of Security Industry (H08), also emphasized the requirement that dual-use technology development must go hand in hand with economic growth and the firm assurance of national security.
