PROCEEDINGS OF THE 2025 AUTUMN ECONOMIC FORUM

Held from November 25 to 27, 2025, the 2025 Autumn Economic Forum stands as a flagship event organized by the Ho Chi Minh City People's Committee under the direct guidance of Prime Minister Pham Minh Chinh. The event was presided over by the Centre for the Fourth Industrial Revolution in Ho Chi Minh City (HCMC C4IR), in collaboration with the World Economic Forum (WEF) and various central ministries and agencies.

Centered on the overarching theme "Green Transformation in the Digital Era," this year's Forum highlighted the synergy between two critical drivers: aligning rapid growth with sustainable development, and harmonizing digital technology application with environmental protection in a human-centric approach. This dual focus is identified as Vietnam's strategic trajectory for the new era.

These Proceedings capture the core insights from high-level policy dialogues between the Government and City authorities, alongside international organizations, the business community, and leading industry experts. This publication serves as a convergence of knowledge, initiatives, and actionable solutions aimed at fostering public-private partnerships (PPP) and shaping a smart economy.

Through this Forum, Ho Chi Minh City reaffirms its pioneering role in international integration and innovation, progressively realizing its vision of becoming a leading regional and global financial and technology hub.
